Taking a passport photo of a baby or toddler is one of the more challenging β and often hilarious β parenting tasks. Infants can't follow instructions, don't understand "look at the camera," and have a tendency to close their eyes at the worst moment. Here's how to get a compliant photo on the first (or second, or third) try.
The same general rules that apply to adult passport photos apply to babies β with a few exceptions:
The easiest setup for a baby photo is to lay a clean white sheet or blanket on the floor and place the baby on their back on top of it. Take the photo from directly above (top-down). This eliminates background problems entirely and is the standard technique recommended by most passport agencies for infants under 6 months who cannot yet hold their head up.
Make sure no shadows fall on the baby's face β position yourself between two windows or use a ring light above.
Once your baby can sit with support (around 6β8 months), you have more options. Prop them in a white bouncer or car seat with a white sheet draped over it, making sure no equipment is visible in the final photo. Have someone hold them just out of frame β their hands must not appear in the shot.
Schedule the photo session after a nap and feeding β a well-rested, full baby is a compliant baby. Early morning often works best. Avoid times when your baby is fussy or overstimulated.
The hardest part. Tricks that work:
United States: Infant must have eyes open and face visible. The top-down/white-sheet method is explicitly acknowledged as acceptable in the State Department guidelines.
United Kingdom: Same rules as adults. The HMPO (His Majesty's Passport Office) specifically allows a slightly open mouth for babies.
Canada: Same rules as adults. Allows eyes to be slightly off-center for very young infants.
Schengen / EU: Neutral expression required, but most embassies acknowledge that babies cannot maintain a completely neutral face and apply reasonable judgment.
