The single biggest cause: the spec quietly changed from 51×51mm to 35×45mm in September 2025, and most photo studios and online guides haven't caught up.
India's Passport Seva portal (portal2.passportindia.gov.in) moved its photo specification from 51×51mm (a square format, matching the old US-style layout) to the ICAO-standard 35×45mm in September 2025. There was no press announcement — it changed quietly on the application portal itself. Most local photo studios, and nearly every English-language "how to take an Indian passport photo" guide published before late 2025, still describe the old 51×51mm square. A photo taken to the old spec is the single most common Passport Seva upload rejection today.
The second cause is file size: Passport Seva enforces a narrow band — between 10 kB and 200 kB. Below 10 kB, the image is considered too low-quality for the facial-recognition check the portal runs; above 200 kB, the upload form rejects it outright. Photos from professional studios, scanned at high resolution, frequently land well above 200 kB and need to be recompressed, which most studios do not do automatically.
The third cause is specific to India's spec: both ears must be visible in the photo. This is stricter than the ICAO baseline (which doesn't require visible ears) and than most other countries using the same 35×45mm dimensions. Hair covering one or both ears — common in photos taken with hair down or a side part — fails this check even when every other measurement is correct.
