Since 2014, the ANTS (Agence Nationale des Titres Sécurisés) accepts photos from any compliant source. You no longer need to visit a photographe agréé or the mairie booth. Here is how the common options compare.
The French passport application runs through service-public.fr (the public services portal) which routes to the ANTS system. You create a pre-request online (pré-demande), then book an appointment at any mairie that has biometric equipment to provide your fingerprints and submit the printed photo.
You attach the photo in printed form at the mairie appointment. ANTS does not currently accept digital photo uploads from individuals — only ANTS-agreed photographers can submit via the e-photo system. The printed photo must be on standard photographic paper (not inkjet on regular paper) and must be less than 6 months old.
ANTS reviewers check the photo against ICAO Doc 9303 plus French-specific tolerances on background colour and expression. Rejected photos mean a return trip to the mairie, which is why the up-front compliance check matters more than the price of the photo itself.
France requires plain light grey or light blue — pure white is technically accepted but ~5% of pure-white photos are rejected because the hair edge halos against the white. Off-white, cream, and patterned backgrounds are always rejected.
France enforces neutral expression more strictly than the US or UK. Mouth closed, no smile, no teeth visible. Slight resting smile lines around the mouth are usually accepted; an active smile is not.
Glasses must be removed for the French passport — including prescription frames. This is stricter than UK or German rules. Coloured contact lenses are also disallowed.
Overhead lighting produces under-eye and chin shadows; side lighting produces a shadow behind the head against the background. The photo needs frontal diffuse lighting with no visible shadows.
The head must be perfectly upright facing the camera. Any tilt of the chin up/down or shoulder roll triggers rejection. The AI auto-aligns within tolerance.
Fringe or side hair must be tucked back so the entire eye region — including eyebrows — is visible. Ears do not need to be visible.
France allows head coverings only when worn for religious reasons. Fashion hats, headbands, and hoods all cause rejection.
